Error at installing Loader target-bigquery

meltano add loader target-bigquery
seem like I cannot get it install on my WSL Ubuntu-24.04
Really no idea what is happening. I have recreated the Project a few times doesn't work as well.
My environment connection to GCP has no issue.
FYI, I have no issue installing

1. extractor tap-postgres
2. meltano add loader target-jsonl --variant=andyh1203

Loader 'target-bigquery' already exists in your Meltano project
To add it to your project another time so that each can be configured differently,
add a new plugin inheriting from the existing one with its own unique name:
meltano add loader target-bigquery--new --inherit-from target-bigquery
