Add ability to navigate between files in extensions

I'd like to add the source file <-> test file switching to the Ruby extension as described here. Unfortunately, there is no action or API to open an arbitrary file. I guess just adding a new Zed action e.g. workspace::OpenFile could do most of the job to enable such functionality for extensions. Would love to hear from you about that.
