It focuses the address bar but it doesnt make it float. Its also not very conveniently place as ctrl + tab doesnt require me to move my hand

You can use the F6 to focus on the address bar (sometimes it requires me to tap twice IIRC) and then start typing. The floating address bar will show once you start typing.
It does however, behave a bit buggy, graphically. Give it a try and see if that works for you.

Not sure if these are what you are looking for: You can use Ctrl + L to focus the address bar in the current tab and it will be floating as well. You can use Ctrl + T to open a new tab and when you start typing it will be floating. |
You can also use Alt + D if you prefer this shortcut |

I am sure he is referring to the Floating URL bar theme. |
I really like Arc's behavior, where Ctrl-L and Ctrl-T both open a floating url bar over the current page. But Ctrl-L fills the current url, and if you type in a new url it will navigate the page away. Whereas Ctrl-T starts a blank url, and when you hit enter it opens a new tab with whatever you typed. |
This theme is great! It would be nice to be able to launch it when pressing CTRL + Tab so its more like Arc browser and so we dont have to move our mouse to the top of the screen for the bar to then move to the center of the screen
