yae miko missing vertex group

she has 2 clavicle twist bones, but only 1 of them has vertex groups. those 2 bones both deforms the mesh therefore they should have both vertex group right? but only 1 has vertex group, Am i missing something? im new to blender just 8 months using it, i just want to merge those 2 clavicle vertex weights together but as i mention, only 1 vertex group of clavicle twist is there. where are the other missing vertex groups?
