During restart - Check of existing/not existing widget must be done

During the plugin restart , after loading the database, we must cross-check that the

ClusterType entries are correct and matching to an existing widget, otherwise the entry must be remove
We do not find several time the same entry (Idx) in other device ClusterType entry ---> Source of corruption
