Admin Data Completeness report formatting - col values

The report shows a value of '1' if there is an error (including no data reported) and '0' if no error.
Data managers request this be constructed in the opposite way - i.e. 1 as indicating data are complete, and 0 indicating data have not been reported. This should be similar to the ICM Data Completeness report
