Usage instructions

1. Fork this repo
2. Change directories into your project
3. On the command line, type pip3 install requirements.txt
4. ....
5. Step 1 to be able to run our project is going to be to install all the libraries
6. Step 2 is cloning the github repository license plate master.
7. Step 3 is downloading any video they would like to test and replacing the location where we assign the variable cars_video.
8. Step 4 is running the code.
