The end goal is to remove the hardcoded
VIP_JETPACK_DEFAULT_PLANlist, but want to allow some time to pass for sites to correctly set the plan into their DB before we fully remove.So for now, making this the default option (in cases where there is nothing in the DB). While allowing a correctly set plan option to take precedence, allowing the JP features list to better stay up to date.
