Please describe the feature.

It's difficult to debug programs using OpenAI because we don't have a built in logging policy. We should add one.

Our goal is for OpenAI and Azure.AI.OpenAI to get this out of the box when logging capabilities are added to System.ClientModel.

@KrzysztofCwalina, let us know if you had anything different in mind when you filed this.
