Formatting `api.md` to Be More Consistent #699

This PR makes a few cosmetic changes to api.md for consistency sake:

Added .s to the end of sentences in situations where the majority already had them.
Capitalized acronyms like RTTTL and JSON where they weren't.
Removed trailing spaces from all lines.
Changed dashes (-) to en dashes (–) for number ranges.
Lined up the column separators (|) where possible.
