Adding some basic things to repo

- Added gitignore file courtesy gitignore.io
    Ignores OSX, Python, VIM, Emacs related stuff
    Additionally ignores folders that pelican generates too
- Added README
- Added requirements.txt

+* Install the requirements using `pip` from inside the virtual environment
+
