Adapt to New Website Launched This Week

The featuretest stuff is not applicable to the new website, so removed
it. Adjusted the link ot the metadata page to also match the new
website.

Finally added a "maintainer notes" section with instructions to avoid
losing the DTD entries when re-generating XML catalogues.
