[nodejs] Mark as irrelevant standalone v1 tests

Motivation

Standalone v1 tests are not longer valid due to a newer way to disable apm tracing

Changes

Workflow

   • Test logic is modified? -> Get a review from RFC owner. We're working on refining the codeowners file quickly.
