Can we move this out to a DEVELOPER.md or CONTRIBUTING.md file? I think it would be good to keep the README.md file as a TOC with descriptions for the use cases.

You can keep it in the platforms/gke/base/use-cases directory or you'll need to state "on the GKE Base Platform". At some point we will also add additional platforms.

It would probably be better to keep it in the use-cases folder and link to it from the main CONTRIBUTING.md file.
