Add minimal-area rotated hyperrectangle overapproximation

This PR adds an implementation for computing the minimal-area rotated bounding rectangle of a VPolygon.

• Implements overapproximate(P::VPolygon, ::Type{<:LinearMap{N,<:Hyperrectangle}})
• Returns a LinearMap representing the rotated bounding rectangle
• Includes test case
• Reference - Finding Minimum Area Rectangle for Given Points
