Added observational errors, scan info, channel informations of MWS data in global_satinfo.txt, global_scaninfo.txt, and cloudy_radiance_info.txt. Added a new file "mws_beamwidth.txt" to conduct spatial average of MWS radiance. Note the observational errors are taken from those values in ATMS observations. Therefore, these values need to be tuned with real observations in future. Here is the related GSI PR NOAA-EMC/GSI#844 .
