Upgrade to spack-stack 1.9.2

Description

Update spack-stack to 1.9.1 and add support for Ursa. All submodules will be updated except verif-global and wxflow (and possibly the GDASApp) to include support as well.

wgrib2 in spack-stack 1.9.1 was built without the ipolates library. This library is needed for the regridding operations the global workflow does in the product jobs. Issue JCSDA/spack-stack#1685 was opened to request the installation of wgrib2 with ipolates.

I'm decreasing the scope of this PR to just update to spack-stack 1.9.2. Ursa will need to wait for UFS PRs ufs-community/ufs-weather-model#2650 and ufs-community/ufs-weather-model#2471.
