This updates the footer logo with the new NSF Unidata logo per branding guidelines, and fixes as many
NCAR -> NSF NCARandUnidata -> NSF Unidatarefs I could find in the portal homepage and resource gallery. While I was in there, I removed links to the mostly defunct Unidata python-training gallery, which has been mostly replaced by Pythia Foundations and the MetPy Cookbook.Closes #371 if we're satisfied with any other language and lingering logos. The Resource Gallery still uses the non-NSF Unidata logo, but that might be the only/best thumbnail option at the moment.
