Services as configurable objects

This converts all services provided by this broker to configurable objects. Additionally, it fixes a handful of bugs related to the previous concrete services implementation.

In order to more easily handle airgapped environments, we've elected to go with a different package distribution strategy.

Now with package fetching

When scs-broker starts up, it fetches the JAR files for both config-server and registry-server from an external location. This was disabled recently to allow for easier manual testing, and has now been re-enabled so the broker can actually be used as intended.

Initial Release

This is the initial, incredibly fresh release of the combined scs-broker.
