Tether Moto Control

This is an agent split off from the Kinect Platform project.

For now, it is simply responsible for tranalsting incoming Tether Messages with angles (in degrees) into instructionns via serial connection to a Nema23 1.8A motor with Trinamic TMC2209 Driver.
