Adding basic code for implementing a benchmark over Redis storage

Description

Basic implementation of storing the array of ClusterInfo objects into Redis with some minor code for becnmarking. It requires running the local compose file.

Type of change

• New feature (non-breaking change which adds functionality)
• Benchmarks (no changes in the code)

Testing steps

Launched the docker compose and run the benchmarks with

go test -benchmem -run=^$ -bench ^Benchmark github.com/RedHatInsights/insights-results-smart-proxy/services

Checklist

• make before_commit passes
• updated documentation wherever necessary
• added or modified tests if necessary
• updated schemas and validators in insights-data-schemas in case of input/output change
