TypeScript BCD TO GRAY AND DECIMAL TO BCD Update add_binary.ts

TypeScript code snippet that converts a Binary-Coded Decimal (BCD) to Gray code and also converts a decimal number to BCD.
This TypeScript code performs two main functions:
