Purpose of this PR

Adds Wrench cookbook project for Graphics repo and generated yamato scripts for the com.unity.postprocessing package.

I did get the wrench validation jobs working but I had to hand edit a couple of the generated Yamato files (which causes the Wrench Jobs up to date job to fail and would break again if regenerated).

Digging through the Wrench API docs I couldn't see any way to fix this or override specific jobs from the cookbook settings. For this and reasons above I'm thinking actually perhaps it's best not to switch this package to use PackageWorks and just use the existing RM PR way again this time.

Issue is now that since we downgraded to ubuntu 18 for the 2019.4 jobs, the 6.x jobs stopped working..
I think it's a bit of a dead end (see this thread). I agree with continuing using the old jobs.
