rutorrent-set-config - write config directives to
    ~/.rtorrent.rc
    /etc/lighttpd/modules.conf
    /etc/lighttpd/conf.d/scgi.conf
    /etc/lighttpd/conf.d/fastcgi.conf
and stert lighttpd server.

Dont forget disable SElinux and reboot.
