what was the issue that this fixes? where/what is #9975?

It would fix issues where 2 subpackages wouldn't find the pc: files of eachother

per example:

there is the foo (mainpkg) and bar (subpkg) and baz (subpkg).

but bar provides pc:bar and baz provides pc:baz but pc:bar Requires: baz
