Description

This PR enhances the hover effects for the navigation bar by:

Adding a smooth fade-in and fade-out effect for better aesthetics.
Maintaining suitable colors in dark and light mode.
Ensuring the dropdown under "Services" appears smoothly with a fade effect.
Smooth navigation of buttons with 3D Glow & Translucency.
Adding a glow effect behind the navbar for 3D effect.
