dbld: install sudo package into RHEL based docker images #458

This is a backport of syslog-ng/syslog-ng#5210

Base images of any RHEL/Fedora derived distros don't come with sudo in
the base image.

There is an issue with sudo, we should investigate it.
(Let's downgrade to an older runner only if we slightly understood what's wrong on ubuntu-latest and it's not easy to fix.)

#460 disables privileged containers, which will fix the issue.
The issue will be still reproducible in dbld shell-*, let's investigate it separately.
