This PR converts the existing site for the new Digital Trust Toolkit.

The following changes were made to the site:

  • Docusaurus added and JTT removed
  • Site configured according to Create Digital Trust Toolkit web app #153
  • GitHub actions added to test build and auto deploy site to GitHub pages
  • Documentation added to demonstrate how to autogenerate navbar and main page links
  • Replaced favicon.ico

Pending (upon PR approval):

  • Rename repo
  • Update repo information and links
  • Update repo branch rulesets
