Added Terrform scripts to Configure SCPs to

• restrict root access and prevent users from leaving the Organization or modifying billing settings.
• prevent users from disabling logging and security services such as CloudTrail, Config, Config Rules, GuardDuty, Security Hub.
• S3 encryption & block public access.
• require MFA to stop EC2 instances.
