Skip running the job if bin/missing-versions yields an empty array.

Currently, we get a daily error (save for the days where there was an Erlang release), example.

Would be nice to test the other way around, but I guess we have to wait for an Erlang release or intentionally remove something in Packagecloud.

At least it skipped it properly now (without error) when there was no work to perform.
