Feature/can create area stats data source type

This completes milestone 2 (I can create an "area stats" source type when I add a data source)

• The ward import script is run in development
• A new external data source type is added: AREA_STATS
• A new method is added to import area stats data for UK wards. This needs a GSS column in the source data.
• UI components are added for visualising this on the front end (not mounted yet, as they aren't functional)
