Add Python version env var for GitLab #174

Updates the deploy script for GitLab and template .yaml files for serverless.

Requires the new base image, updated in release 0.1.40, see PR here

Test Plan:
https://gitlab.com/maximearmstrong/dagster_quickstart => https://maxime-gitlab-test.dagster.cloud/

Deployment to Dagster+ successful for version 3.8 to 3.11, see runs
