Initial Release of Skipper

Putting out an initial working version of Skipper to see if there's any interest out there.

• Detection and selective purging of talk and music in audio streams
• Implemented as simple filter with raw PCM audio in and out
• Makefile for builds on Linux systems
• 64-bit Windows executable provided
