VeheMencE 2.0

This release introduces several new features:

• the interface to the VmeController has been reworked in a more OO fashion. It makes it also more usable in python.
• the python bindings have been reworked to be more easy to extend.
• the interface to SY527 has been completed with methods up to fw3.27.
