Fixes: #2575

The line pushing jsonDroppedReferencesForAlteredTables was placed after the jsonDropTables causing the problem above.

When generating a DROP TABLE SQL with a DROP FK statement, the FK
statement is generated after the DROP TABLE, causing a broken migration
SQL.
