Anticipating the desire to use cloud optics kernels from other languages like Python this PR separates the cloud optics kernels from the Fortran front-end implementation.
Fails with version 22.5 of the Nvidia compilers when using OpenACC kernels in double precision (single precision passes) on Levante so also updates to version 24.9 of the NVHPC toolchain.
