What does this PR do?

Updates the JVM doc saying Java 17 is default. Unfortunately we changed it to Java 21 a way back.

Why is it important/What is the impact to the user?

Deliver accurate message about JDK

We should think about how we want to word the

[[jdk17-upgrade]]

section - the section is pertinent to JDK 17 and above, and the text states that "Logstash uses JDK 17 by default", which is no longer correct.

We will also need to make these changes to main and 9.0 in .md format
