op-e2e/actions/proofs: run fault proof program from genesis

This can be cleaned up somewhat, but I wanted to run a quick experiment to see the impact of running the FPP from genesis for all tests that currently use it (until now, only running the FPP on the final state transition).

Since most tests don't advance the chain many times, this seems to have a negligible impact on running time. It should give us better coverage for tests which progress through several state transitions of interest.
