What does this PR do?

Fixes # (issue).
Fixed the metadata on line 1103 the help key was not in quotes.
I found this through my compiler which kept giving me this error

File "/home/disk1/q/main.dist/fairseq/dataclass/configs.py", line 1103, in EMAConfig
    default=False, metadata={help: "store exponential moving average shadow model"}

NameError: name 'help' is not defined

I then opened up the script in VSC and discovered the quotes where forgot so I just added them in and now it works. :)
