[Firebase AI] Rename internal APIConfig enums

• Updated the APIConfig enums to match the Vertex AI and Google AI naming scheme of the public API (Backend.vertexAI() / Backend.googleAI()).
• Conformed APIConfig and InstanceConfig to Encodable to allow them to be run individually in Xcode (see Run selected test cases).
• Updated generateContent_appCheckNotConfigured_shouldFail to run on Google AI as well.

Invoking Gemini
