This is just a small incremental upgrade to enable php 7 support before major upgrade to newer versions of Laravel (5.8+)

This is an upgrade to the underlying laravel version that allows basic support for php 7+ (maintaining support for 5.6).
This sets the stage for upgrades to laravel 5.8+
