GRSciColl - give a warning when country information is empty

It happened more than once, that people don't fill the country information when suggesting to register a new entry. This means that the suggestion is sent to me instead of the relevant editor/mediator. I usually have to check with the editor then approve or reject the change and add a country so the editors can make additional edits.

I know we can't really make a country mandatory but maybe we could have a warning message?

Now we send a proper error message from the backend but maybe it would be better not to allow empty strings in the ui? If they write and delete something it sends an empty string instead of null. @MortenHofft

I couldn't replicate that @ahakanzn - could you describe required to reproduce the error please.
