Use a prolyfill of `navigator.serviceWorker.waiting` and `ServiceWorker.skipWaiting()` to simply implementation. Fixes google#5504

Sorry I'm not happy polyfilling something that hasn't had any visible indication of being added to the spec and implemented to the browsers. Discussion is at least starting to happen on: w3c/ServiceWorker#1222 |
