We need to figure out if we should use version 4.0.0 because deprecating python 3.7 and 3.8 essentially counts as a breaking change.

We typically don't bump the major version when dropping support for older python runtimes. python_requires should be sufficient for preventing newer versions from being installed in environments with older python runtimes.
