The workflow for building the gvmd-build image now has the option to push the image to the docker registry set.

The gvmd-build Docker image is now pushed to and pulled from ghcr.io. This is done because the image is meant to be used only in the gvmd building and testing workflows.

The registry for the build image is no longer hard-coded but using the variable IMAGE_REGISTRY.
