This fixes deprecation warnings about `vim.diagnostics.is_disabled()` and replaces the whole logic with the diagnostics toggle by the trivial suggestion in <https://github.com/neovim/neovim/blob/master/runtime/lua/vim/diagnostic.lua#L2076>
