Don't create a db connection if the help option is passed. This way connection parameters aren't required to see the help message for subcommands. Closes #17
In case the host does not already have the binary and libpq installed.
Use the shiny new uv package manager. Refactor project structure to uv default.
Replace references to Poetry with uv in CI config files.
