🌱 clusterctl: do not fail when running clusterctl with a build without GitVersion information #11468

What this PR does / why we need it:

Using go build or go install to get a clusterctl binary and using it results always in failing commands.

According to the comment in the referenced code, binaries built with go build should fall in the same category as when using a build from dirty git.

This prevents trying to parse an empty git version information.
