Description
Add orbital motion cpp and hpp files. These perform all of the important orbital conversions for use in python and cpp.
The first commit adds the new files
Second commit adds a google test
These tests are added to the cmake file
The new cpp/hpp are wrapped
A python test is added comparing the swigged values to the python module values
