Update devtools guide

Description

This updates the "What are browser developer tools?" guide as several aspects are inconsistent and out of date.

Motivation

The current guide is out of date in several ways:

• The Safari documentation that was previously linked is deprecated
• Firefox no longer provides a way to access each devtool tab individually from the menu bar
• The guide still references pre-Chromium Edge in one instance
• Several panes mentioned as Firefox-only now aren't

Additionally:

• Consistently format of each devtool tab name, and per-browser differences
• Consistently mention other Chromium browsers
• Make clearer for Safari users that they have to enable from settings, and update for v17+
• Mention JS features in inspector pane
